Instructor
Ms. Shaw began her career in polygraph in 2000 while employed with the Kentucky Law Enforcement Council. During her 14 years with the Council, she served as an examiner, supervisor and polygraph school director for the state. She established her own company, Polygraph Services, Inc., in 2006
Ms. Shaw has provided numerous lectures to a variety of state, national and international polygraph associations, as well as American Polygraph Association (APA) accredited schools.
She has also served as a consultant to diverse local and government agencies in the U.S., South America and Asia-Pacific regions.
In addition to managing her private polygraph company she is also currently the owner and director of the National Polygraph Academy. The school is accredited by the APA and recognized by the American Association of Police Polygraphists. The school provides
professional training to law enforcement, government and private sector students in various locations in the U.S. and abroad.
From early on in her career, Ms. Shaw has been a strong advocate of education and professional practices in the field of polygraph. She is the recipient of awards for her presentations and participation in committees responsible for publishing model policies for post-conviction sex offender testing, law enforcement/public service screening as well as the APA’s 2011 Meta-Analytic Survey of Criterion Accuracy of Polygraph Techniques.
She also co-authored a polygraph textbook, Fundamentals of Polygraph Practice, with first author Donald Krapohl. Ms. Shaw has additionally been a contributing author on other polygraph related articles published in the Polygraph journal.
Ms. Shaw is a past-president of the American Polygraph Association and has held a variety of other board positions for 17 years, to include her current position as Director. She has also served as president and vice-president of the Kentucky Polygraph Association and is a member
of the American Association for Police Polygraphists and ASTM International. She also serves as an adjunct professor at the Texas Department of Public Safety Polygraph School, Behavioural
Measures United Kingdom, and is the principal primary instructor for the Singapore Ministry of Defense Centre for Credibility Assessment.

The New Jersey Polygraph Association is the official statewide organization of certified polygraph examiners in New Jersey. We are comprised of examiners in private practice, police agencies, and various government entities. All of our members use only validated test formats and follow APA published best practices.

2025 Speakers:
Raymond Nelson
Raymond Nelson is one of the premier polygraph researchers in the world. He helped develop the Empirical Scoring System. NJPA adopted ESS in 2010 as its official test data analysis method. In 2011 Mr. Nelson was made an Honorary Member of NJPA.
Mr. Nelson will be lecturing on topics including ESS scoring and polygraph research.

Milton “Skip” Webb
Skip Webb is a former Supervisory Special Agent for Polygraph for the US Army Criminal Investigation Command for 41 years. He was a long-time employee of Limestone Polygraph and is now a polygraph instructor and consultant.
Fred Sisto, Esq.
Attorney Sisto is a well-respected criminal defense attorney and former public defender who is advocating to have polygraph accepted as evidence in court.
