I am President of RF Jordan & Associates and senior polygraph examiner for Jordan Polygraph Services, a division of RF Jordan & Associates, Inc. We provide Polygraph services to law firms, law enforcement agencies, public defenders, prosecutors parole and probation departments, therapists, armor car services, cooperation, insurance companies and individuals throughout the United States and parts of Canada and Europe.

I am trained and proficient in the use of analog and computerized polygraph instruments. I have administered in excess of 2100 polygraph examinations, including specific issue, pre-employment and Post Conviction Sex Offender Testing, utilizing American Polygraph Association and American Standards of Testing and Materials, International accepted testing standards and procedures.

I am certified by the American Association of Police Polygraphists as well as the California Association of Polygraph Examiners, and the American Polygraph Association to conduct Evidentiary Polygraph Examinations. I am, also, certified by the American Polygraph Association to conduct clinical polygraph examinations in sex offender treatment and monitoring programs. In addition, I have qualified as an expert witness in the science of polygraph in several jurisdictions.

CRIMINAL INVESTIGATOR III / CHIEF POLYGRAPH EXAMINER, NORTHERN DIVISION
2001 TO 2007

I was assigned to the Major Crimes Unit. We provided investigative support to local law enforcement agencies throughout the state. The Major Crime Unit provided assistance in investigations that the local agencies lack the expertise in, or the circumstances require a disinterested third party, such as in Officer Involved Shootings, homicides, or child sexual abuse.

As the Chief Polygraph Examiner for the northern half of Nevada, I provided polygraph services to law enforcement and government agencies. I conducted polygraph examinations for Pre-Employment, Criminal and Internal Investigations. I also provided polygraph services to the Nevada Division of Parole and Probation for their Post Conviction Sex Offender Treatment Program.

SPECIAL AGENT PRINCIPAL 1975 TO 2000

Prior to retirement, I was assigned to the Statewide Polygraph Unit as a Polygraph Examiner, conducting polygraphs, interviews and interrogations for state, local and federal law enforcement agencies. I successfully completed more than 1100 examinations for this agency.

For more than 25 years, I conducted almost every type of criminal investigation for a state law enforcement agency, with the primary goal of assisting local and federal agencies. Most of my experience was in the narcotics enforcement arena. The last two years I specialized in polygraphs, interviews and interrogations.
Some of my assignments during my twenty-six year career were:

Undercover Narcotics - from street dealers to major drug traffickers.

I was a member of the first state Smuggling Unit. I conducted investigations of major drug smuggling organizations, including political and law enforcement corruption. I worked closely with many agencies from different states as well as federal agencies. For three years I was lead agent in an FBI historical conspiracy investigation that led to the first federal R.I.C.O. conspiracy successfully prosecuted in the Southern District of Georgia.

I helped establish the first Statewide Marijuana Eradication Program: As the Pre-planning Coordinator I assisted in coordinating six separate state agencies to work together with local departments as the Governor’s Task Force on Drug Suppression. I assisted with all the preliminary planning and coordinating; I then followed up by supervising three of the six eradication teams on a daily basis though the growing season. In the off seasons I helped establish a Radar Interdiction program to combat drug smuggling from South America, via aircraft, over the Caribbean and Atlantic Ocean. This program was administered through my agency with several adjoining states and military support.

Administration Airport Task Force at the Atlanta, Hartsfield International Airport. I served two separate tours, which totaled more than eight years of service. We identified and investigated domestic drug couriers that came through the airport. Some of the drug seizures lead to the successful prosecution of historical conspiracies involving major national and international organizations. We also trained other Airport Task Forces from all over the U.S.

I supervised a Multi-jurisdictional drug task force, which investigated mid level to major traffickers. As Squad Commander, I helped set up the task force, from inception to full operation, supervising 13 Agents from 8 separate agencies.

I was a specialist in photographic and electronic surveillance, in both narcotics and complex conspiracy investigations. As a Surveillance Specialist, I assisted with teaching specialized surveillance techniques to basic and advanced classes. Not only dealing with specialized equipment, but also preparing all legal documents in preparation for court orders, wire taps, surreptitious entries, etc.

I conducted all types of investigations, from minor burglaries to homicides, while I was assigned to General Investigations. In addition, I was assigned as a Background Specialist, conducting pre-employment background investigations of a sensitive nature for several state agencies, as well as the Governor’s office.
All my experience has been in the investigative field, requiring the ability to communicate with individuals from all walks of life, documenting activities in a clear and detailed manner, presenting prosecutable cases and testifying in State and Federal courts. In addition, I am a POST Certified Instructor and have taught classed at police academies and lectured at several colleges and polygraph seminars.

I was assigned to the Narcotics & Vice unit. I worked as an undercover investigator, conducting street level to mid-level narcotics investigations. Occasionally, I assisted with crimes against persons investigations.
